Brown Palace Hotel
This was my favorite tea place until a recent visit. While they have improved their selection (especially when it comes to decaf/herbal teas), the menu has become less innovative and more expensive. One of the cucumber sandwiches was even a little soggy. This is a place I took my bridesmaids before my wedding. I considered the Brown the very best, etc. Now, I'm looking for a new favorite spot. The atmosphere is still lovely (live harp or piano; elegant setting), but I am not planning to return soon.

Drake Hotel
The atmosphere in the Palm Court was gorgeous and completely relaxing -- harpist, fountain, etc. The service was great. The sandwiches don't sound particularly unique (egg salad, cucumber/tomato, asparagus/ham and roast beef) but they all were delicious.

Trident Cafe
The Trident is a Boulder institution. But (while it serves tea) it is really a coffee shop and bookstore.

Reynolds Tea Room
Really pleasant atmosphere and amazing selection (and description) of teas. An enjoyable way to spend the better part of an afternoon.
